Is Draghi some kind of alien dragon and is his species semi-sapient or pre-sapient?

(Semi-Sapient: the middle ground between sapience and non-sapience. These species display intelligent and even highly complex behaviors, and typically live in societies, but are still unable to reach the same level of sophistication exhibited by fully sapient species.)

(Pre-Sapient: Pre-Sapient Species are animal species on the verge of evolving sapience. They would likely evolve some degree and manner of intelligence on their own if they were left alone for a few thousand/million years, but any technological advanced species can accelerate this process, turning the Pre-Sapients into full fully-fledged Sapients within the span of just a few decades.)

i think of them as very clever animals basicly. They can each the intelligence level of a 5 year old i think. SO they can do things like recognize themselves in am irror ( like chimps or dolphins ) but forming societies and the like? Nah.
